Fondet Publike për (Sh)Përdorim Privat (Etjen Xhafaj)
Unë jam Sali Ber isha dhe ky është numri im … për të denoncuar korrupsionin…”Ky qe shembulli i parë i një fushate të gjerë e të gjatë kryeministrore që synonte të bindte shqiptarët se qeveria po punonte dhe përpiqej për të përmirësuar mirëqenien dhe jetët e tyre. Shumëkush ende mban mend gjatësinë e reklamës, prejardhjen e “dyshimtë” si edhe luftën e kushedisesajtë qeveri-media mbi përgjigjen ridikulizuese që G99 i dha reklamës së kryeministrit.
Çështja para disa javësh ishte në kishte të drejtë qeveria të përdorte fonde publike për të promovuar vetveten politikisht. Argumentet kundër ishin se puna e çdo qeverie duhet të flasë vetë për arritjet e saj, dhe se fondet publike duhet të përdoren në mënyra transparente për investime publike, jo për qëllimet politike të maxhorancës së radhës.
Pavarësisht konsensusit të gjerë mbi mënyrat e përdorimit të parave të taksapaguesve dhe liritë e mediave, qeveria mbizotëroi falë përdorimit arbitrar të institucioneve të pavarura në letër, që në fakt bëjnë fare pak përveçse t’i binden vullnetit “shkëmbor” të kryeqeveritarit tonë.
Pasojat e vërteta të këtij debati po i shohim sot në shumicën e televizioneve shqiptare. Pas Kryeministrit dhe spotit të tij doli Ministria e Turizmit me një spot mbi arritjet e saj si për të çimentuar këtë të drejtë të re aspak demokratike që iu vesh sistemit politik në Shqipëri, të drejtën për të alokuar si të dojë pushteti fondet që paguhen për të funksionuar shteti.
Këtë të drejtë të re të fituar e përdorën shumë shpejt edhe Policia e Shtetit si dhe Ministria e Punës, për të treguar edhe ato arritjet “marramendëse” në këto dikastere nën pushtetin e kësaj qeverie.
Është e vërtetë që pavarësisht eksperiencës së tranzicionit në Shqipëri, taksat janë një e drejtë fillestare e çdo shteti, një nga dy gjërat e sigurta në jetë (e dyta është vdekja). Shumica e shteteve perëndimore që Shqipëria zotohet e përvëlohet të imitojë e marrin këtë privilegj si një përgjegjësi thelbësore që përfaqëson efektivitetin e qeverisjes së tyre.
Në SHBA partitë identifikohen më tepër nga mënyra e përdorimit të fondeve se sa në bazë të historisë politike botërore. Po, ne të gjithë e dimë se jemi shumë, tepër larg, SHBA dhe nuk ka nevojë që një spot të na e ritregojë këtë histori që jeta e përditshme e thotë kaq mirë. Ajo që e zmadhon edhe më shumë këtë hapësirë mes asaj që duam të bëhemi dhe asaj që po bëhemi në fakt, është mungesa si e transparencës ashtu dhe e nevojës së konsensusit për përdorimin e fondeve që mblidhen nga të gjithë ne. Nuk ka asnjë buxhet ministrie që të ketë paraqitur një shpenzim nën titullin “Reklama për punën e mirë të ministrit dhe stafit të tij”. Votimi i këtyre buxheteve është një nga arsyet kryesore përse demokracia ka po aq nevojë për opozita sa edhe për maxhoranca.
Nga ana tjetër përdorimi i fondeve publike për deifikim të disa figurave që kanë akses tejet të madh tek mediat, ngre disa pyetje. Përse ka nevojë për spote kur ka pafund konferenca për shtyp ku prezantohen arritjet nga ministra të qeshur? Përse nuk funksionojnë në këtë vend asnjë nga mekanizmat normale, me konferenca pyetje përgjigje, sondazhe e zyra informacioni por ka nevojë për reklama? Para disa kohësh më qëlloi të merrja numrin e policisë në telefon për të denoncuar një aksident. Përgjigja që mora pasi shpjegova faktin ishte një “e dimë!” e thatë pas së cilës telefoni u mbyll nga ana tjetër. Asnjë nga 8 telefonatat e tjera të këtij qytetari të revoltuar nuk arriti gjë përveçse të mbyllej telefoni, ndërsa aksidentuesi u largua me shpejtësi ‘në drejtim të paditur’ nga sheshi “Skënderbej”.
Arsyeja e vetme e besueshme për fushatën e reklamave të qeverisë sonë duket se është se as qeveria vetë nuk beson tek ajo që thotë, e si rrjedhojë ka nevojë tua ngjisë në mendje këtë percepsion qytetarëve që përfaqëson me mënyra alternative, ripërsëritëse. Nëse ‘fshati që duket nuk do kallauz’, këtij “fshati” i nevojitet të vejë tellallë nëpër rrugë të njoftojnë praninë e tij. Pa pasur parasysh asnjë nga shqetësimet që ngrihen sot nga aktorët lokalë e ndërkombëtarë, qeveria po reagon në mënyrën më të keqe duke shpërdoruar më shumë fonde për të kundërshtuar akuzat për shpërdorim. Nëse reklamat do të qenë për të njoftuar vërtet shqiptarët për zhvillimet mbi problemet e fundit teksti i tyre duhej të ishte: “Ministria e Punëve të Jashtme njofton dorëheqjen e Ministrit për të lejuar drejtësinë të zhvillojë punën e saj pa interferenca nga pozicioni i tij”. Përkundrazi në vend kësaj shumë shpejt do të kemi një tjetër spot nga kjo ministri që ka mbetur pas deri tani në garën e spoteve: “Ministri i Jashtëm do të shpallë publikisht mungesën e të gjitha lidhjeve mes familjes së tij dhe Damir Fazlliç, menjëherë pas kthimit nga pushimet e tyre të përbashkëta në Maldive, ku u filmua kjo reklamë.”
Vendi ynë po lufton me një borxh te jashtëm në rritje, me probleme bazike të infrastrukturës dhe mungesën e investimeve në shumë sektorë, a nuk mund të pritej edhe pak muaj përpara (sh)përdorimit të fondeve publike për fushatë, për t’i përdorur këto fonde në ndihmë të një çdo katër shqiptarë të varfër? A nuk paguajmë ne për të marrë një shërbim nga qeveria, dhe jo për ta parë atë shërbim ne televizor?
Përtej kësaj, është tanimë e qartë se qëllimi sekondar për spotet e qeverisë është troç parapagesa e televizioneve që të rreshtohen apriori në kahun e saj dhe të sigurojnë fitoren e saj në zgjedhjet e verës që vjen. 2007-ta është një kujtim që kjo qeveri e “fitoreve të gjithanshme” nuk mund ta ketë harruar lehtë dhe mediat duhen për të rifituar pikët me pjesën urbane të popullsisë. Ndërsa gjatë zgjedhjeve koha nëpër televizione monitorohet, gjashtë muaj start në fushatë mund të përdoren mirë për të kaluar shumëfish kohën që do t’i jepet opozitës atëherë.
Spotet prekin një plagë të hapur të shoqërisë shqiptare te tranzicionit, plagën e abuzimit pa hesap me paratë publike për të përfituar vetë. Në shumicën e rasteve me ish-qeverinë tonë të korruptuar socialiste qeveritarët e bënin këtë që një pjesë e parave të ktheheshin në xhepat e tyre. Qeveria aktuale e “duarve të pastra” po e shtrin konceptin e këtij shpërdorimi, duke i shtuar edhe abuzimin për të vjedhur të drejtën për të abuzuar edhe për katër vjet të tjerë.
“Qeveria e Republikës së Shqipërisë njofton se çdo aktivitet i saj është pezulluar për një javë pasi nëpunësit janë në shtëpi duke parë veten në reklama. Na shikoni dhe ju, në fund të fundit ju e paguani faturën.”
