Prioritetet dhe zhvillimi (Elson Bruka)
Duke promovuar e prerë shirita, relatuar për suksese, kryeministri kur del në fshatra e qytete mbrapa tij ka një poster me sloganin “Shqipëria që ndryshon”ku duket një pjesë e infrastrukturës rrugore,e cila padyshim është flamuri i qeverisë, prioriteti i saj. Është krijuar përshtypja se vetëm po të derdhen paratë në infrastrukturën rrugore atëherë punët i kemi mirë,apo Shqipëria është kthyer në kantier ndërtimi dhe po ecën përpara dhe përsëri me këtë kuptohet ndërtimi i autostradave. Është vonë për këtë mandat për të krijuar atë investimin e duhur drejt prioriteteve të duhura, kaluan 3 vite,(edhe për vitin tjetër nga qeveria destinacioni i buxhetit u përcaktua), e pjesën e luanit e marrin sërish rrugët. Nuk është vonë që të paktën të rishikohet vendimi, e buxheti per arsimin te jetë mbi 5%,e mandej të rritej dhe ai i shëndetësisë. I përket kësaj qeverie të hedhi këtë hap, të fillojë etapa kur arsimi apo shëndetësia të mos futen thjesht në radhën e prioriteve, sepse janë qëllim e detyrim që një shtet duhet tia sigurojë shtetasve. Të bën shumë përshtypje kur fillon së ndërtuari apo përfundon një rrugë e re. Së pari,kur buzë rrugës moderne që lidh fshat me fshat a qytet me fshat ekziston dhe një godinë që vendasin aty e përdorin si pijetore e ndërsa turnin tjetër përdoret si shkollë për të mësuar, apo kur përsëri buze rrugës ekziston dhe një godinë “boshe”me disa pajisje të vjetra kineze,e disa bluza të bardha që të thonë shko e bli ilace në farmaci e që banorët e fshatit a të qytetit e njohin si ambulancë a spital. Nga media kemi parë që nxënës të një fshati mblidhen së bashku e bëjnë një orë rrugë për të shkuar në shkollën më të afërt. Themi disa pasi kjo largësi bën që shumë fëmijë të braktisin shkollën,nga ana tjetër po një banor I fshatit për një temperaturë duhet të shkojë në qytet për tu vizituar pasi në fshat nuk ka mjek e ambulancë. Nuk dimë si se si ja bën kur e kap temperatura në mesnatë,por ndoshta mund të shërohet thjesht me idenë që buxheti i shtetit ka shkuar 5 miliard dollarë. Gjithsesi kthehemi tek kryeministri që inaguron e pret shirita e na thotë se në infrastrukturën rrugore janë investuar 8 herë më shumë se në 2004, dhe krenohet për këtë. Harxhime të mëdha po bëhen për rrugët, përfshirë dhe në atë Durrës-Kukës. A sjell përfitim infrastruktura rrugore? Padyshim që po. Por a është normale që gjithë ky harxhim taksash të shkojë vetëm në ndërtime rrugësh sado me përfitim të jenë? Mos duhet të përmendim se investimi pët të ardhmen në një shtet demokratik është se sa e edukon atë brez .Mos duhet të permendim se përpara shendetit nuk vihet asgjë? Megjithëse është qeveria që menaxhon apo u jep drejtimin atyre taksave përsëri ekziston një mendim qytetar që cdo qeveri duhet të mos bëjë veshin shurdh.Sikur edhe cereku i këtyre shumave të destinuara këto 3 vite për rrugët të shkonin në shëndetësi e arsim do e mbyllnim këtë kapitull ,për kushte në spital , për kushte në një fakultet, që një student të ishte I barabartë me me ata të Europës Lindore të paktën, që mos kishim mbi 50 nxënës në një klasë e të mos ecnin në rrugë mbi një orë për të shkuar në shkollë. Sido që rruga në këtë zonë të jetë rrugë e standarteve, një shkollë që është disa km larg një fshati ajo po kaq km do jetë si në rrugë europiane e si në rrugë me baltë. Dhe ja zgjidhja e qeverisë!…Do ju bëjmë rrugën që të arrini më shpejt në shkollë apo do shkoni më shpejt në spitalin e qytetit. Shikoni c’ llogjikë!!!
A smund të ndërtohet një ambulancë më disa kushte aty ku janë banorët apo të vendoset një pajisje e re në spitalin e Kukësit, përpara se të vendosin të vijnë në Tiranë,qoftë edhe me rrugën e re ? A smund të ndërtohet një shkollë fillore aty ku janë fëmijët e ku është fshati?.Por mendohet ndryshe! Ne fillim qeveria ndërton rrugën, pra e kap punën nga bishti. Deri më sot kemi po atë ecejake edhe këtu,kemi investime më të mëdha sesa qeveria Nano (reklama na e thotë) por politika është e njëllojtë si e paraardhësit por vetëm me një ndryshim sepse këto dy prioritete po arnohen në vend që ti blihet një “kostum’ i ri.” Të kuptohemi se këtu nuk është koncepti “anti-rrugë” sesa koncepti tjetër “pro-arsim”apo “pro-shëndetësi”. Edhe për vitin tjetër gjysmën e investimeve e merrnin rrugët. Po na duket sikur po i biem në qafë investimeve në rrugë por duhet ti marrim pak “borxh” këtij investimi për ti shkuar arsimimit e shëndetësisë. Nuk mund ti merrnim nga nga fondet që janë destinuar për pensionet, bujqësinë, ndihmën sociale apo politikat e tjera sepse ato fonde janë pothuajse inekzistente. Duhet ti shkëpusnim pak nga rrugët sepse kështu rrodhën ngjarjet, kështu ishte tranzicioni e bëri që ndoshta të shpreheshim apo të krijohej përshtypja se duam të ecim në rrugë me gropa apo të paasfaltuara.Vetëm ky vend të krijon të hedhësh ide të tilla ku duhet të dalësh pak si “kundër” rrugëve, “kundër”një një të mire publike për një të mire tjetër që padyshim është më i madh. Duhet të zgjedhim,në vend që këto probleme të zgjidhedheshin këto 18 vite. Por qeveritarët tanë nuk para preferojnë të bëjnë këtë llogari midis të dobishmes apo më të dobishmes për publikun,sepse i bien shumë shkurt,thjesht hapin thesin dhe i akordojnë fondet aty që është më e dobishme për ta. Nuk kanë atë dashurinë e madhe për rrugët (edhe ata e dinë se cili duhet të ishte prioritet) por qëllimi është mjaft i qartë… thjesht perceptimi që ka një politikan për të ndenjur më gjatë në karrige kjo bëhet duke prerë shirita investimesh gjigante në rrugë,rurale,qytetëse apo patriotike, përfitimi elektoral dihet..Shkolla është shumë e vogël përpara një autostrade,një ambulancë e re është shumë e vogël në krahasim me rrugëm 1 miliard euroshe. Madje vetëm në Shqipëri ndodh kur rruga merr emrin e kryeministrit që e ka “ndërtuar”. Themi që këtë rrugë e ka ndërtuar filan kryeministër . Por natyrisht duhet të themi që edhe këtë shkollë(arsimin në përgithësi) spitalin (sistemin shnndetësisë) e ka lënë në gjendje Kandahari filan kryeministër.

me te thene te drejten elson,eshte e vertete kur rruga merr emrin e kryeministrit,dhe autostrada tirane -durres njihet si rruga e ilirit apo rruga e durres-kukes do njihet si e berishes.por nje gje te kesh parasysh se berisha i ka dhene fonde shume rames per shkolla, por ky i fundit nuk preferon ti investoje aty.pra fajtor jane te dy palet,prandaj eshte mire te merresh jo vetem me fondet qeveritare

ne ndertimet e autostradave ka Abuzime te vazhdueshme qeveria po i tregon hapur shqiptareve se qeveria berisha eshte e paafte te ndertoje rruge te reja dhe kalime te lira ne qytetet e ndryshme te shqiperise rruga Durres-Kukes eshte rruga me e shtrejnte ne shqiperi duke pare ne televizione te ndryshme shqiptare edhe ne kete autostrade te pa mbaruar ende eshte bere abuzim i madh keshtu qe permendimin tim qeveria berisha dhe partia demokratike nuk kane fuqi per te udhehequr vendin me tej shqiperia do ndryshoje por jo me kete qeveri
